Outstaffer operates as an Employer of Record (EOR), meaning it legally employs workers on behalf of client companies while handling payroll, benefits, taxes, and compliance in different jurisdictions.
This policy applies only to EOR Employees—those assigned to Outstaffer client companies. Employees of EOR are entitled to receive referral bonuses when they successfully refer candidates for positions advertised by Outstaffer.

The purpose of this policy is to encourage and reward EOR Employees for referring qualified candidates for job openings advertised by Outstaffer.
3️⃣ Scope 📋
This policy applies to all EOR Employees, regardless of job level or title. There are no exceptions—every EOR Employee can participate in the referral program.
4️⃣ Policy 🔐
📌 4.1 Referral Submission & Tracking 📊
EOR Employees are required to submit their referrals directly by filling out the Employee Referral Form. The first employee to refer a candidate is the only eligible employee for a referral bonus.
The HR and Talent Fulfillment team will maintain a system to track the referred candidate and the referring EOR Employees, including:

📌 4.2 Referral Bonus Eligibility & Exclusions ❌
Referees will not be eligible for the referral bonus under the following conditions:

Referred candidates must meet the qualifications and requirements specified for the open position. Referrals should be individuals who have not applied at Outstaffer within the last six months.
📌 4.5 Communication & Integrity 🗣️
EOR Employees should encourage transparent communication with referred candidates about the company culture and job role. EOR Employees should not make promises or commitments on the company's behalf. EOR Employees must maintain confidentiality during the referral process and avoid disclosing sensitive information. Referrals must be made in good faith, ensuring alignment with company values.
📌 4.6 Review & Approval ✅
All candidates will be evaluated for employment consistent with Outstaffer policies and procedures. Referral does not guarantee an interview or job offer. Final hiring decisions are made based on qualifications and cultural fit.
📌 4.7 Referral Bonus Payout Process 💰

Eligibility Check: Talent Fulfillment will verify the referring employee's eligibility for the referral bonus by ensuring they meet all program criteria.

Final Confirmation: Once eligibility is confirmed, Talent Fulfillment will forward the details to HR for final confirmation.

Payroll Processing: HR will then forward the confirmed referral bonus details to Payroll for payout processing.
📌 4.8 Conditions & Compliance ⚖️
Referring EOR Employees will be notified about any referred candidate upon completing a successful recruitment process. However, referring employees should not interfere with the recruitment team during the hiring process for status updates.
📌 4.9 Payment Guidelines 💳
The HR team will generate reports for successful referral hires. They will validate and coordinate with the Payroll department to facilitate referral payments.
Payments will be made 90 days after the new hire's start date in the succeeding pay cycle. Payroll will process referral payments based on the Approval To Hire (ATH) Slack channel confirmation.
📌 4.11 Accountability 📜
The Recruitment and HR team must ensure the accuracy of the list of employees entitled to the referral bonus. Payroll must process the exact list submitted by HR and should not alter any details. HR Services will handle all queries or complaints related to the referral bonus program.
5️⃣ Referral Bonus Amounts & Payouts 💲
When payments are processed, the referring employee and the referred candidate must be current employees. Bonuses are paid in AUD but converted into local currency based on Outstaffer’s exchange rates.
